Detailed Description

UCSD inventors has come up with a novel motion technique for motion vector processing with the following benefits

1) Produces a smoother motion vector field which enhances the video quality in Frame-Rate-Up-Conversion (FRUC) and video format conversion.
2) Produces excellent video quality in scalable video codec MPEG21.
3) Smoother video streams for wireless hand-held devices
4) Transcoding between different standards (such as MPEG1, MPEG2, MPEG4, H261, H263, H.264)
5) Computationally less complex
6) Standard compliant
